Background of the Study
The passage of the Not Too Young To Run Act in 2018 was a landmark achievement in Nigeria's political history, as it lowered the age requirements for individuals aspiring to run for public office. This legislative reform aimed to encourage greater youth participation in political leadership by removing the age barriers that previously prevented many young Nigerians from contesting elections (Aliyu & Mohammed, 2023). In Birnin Kebbi Local Government Area (LGA), the act has opened up new avenues for youth involvement in politics, although challenges remain in terms of mobilization, resources, and political acceptance (Bashir & Jibril, 2024). This study seeks to examine the impact of the Not Too Young To Run Act on youth candidacy in Birnin Kebbi, evaluating how it has influenced the number of youth candidates in recent elections and whether it has led to greater youth representation and political engagement.

1.2 Statement of the Problem
While the Not Too Young To Run Act has been celebrated as a significant step towards youth inclusion in Nigerian politics, its impact on actual youth candidacy in local elections has been less studied, particularly in rural areas like Birnin Kebbi. The barriers faced by young people in accessing political power—such as limited political networks, financial resources, and entrenched political dynasties—may still hinder their ability to contest elections successfully (Garba & Usman, 2025). This study aims to assess the effectiveness of the act in encouraging youth participation in local elections, with a focus on how it has influenced the political landscape in Birnin Kebbi.

1.3 Objectives of the Study

  1. To assess the impact of the Not Too Young To Run Act on the number of youth candidates in Birnin Kebbi LGA.

  2. To examine the challenges faced by youth candidates in Birnin Kebbi LGA.

  3. To evaluate the political and social factors that influence youth candidacy in Birnin Kebbi LGA post-implementation of the act.

1.4 Research Questions

  1. How has the Not Too Young To Run Act impacted the number of youth candidates in Birnin Kebbi LGA?

  2. What challenges do youth candidates face in Birnin Kebbi LGA when contesting elections?

  3. How do political and social factors influence youth candidacy in Birnin Kebbi LGA?

1.5 Research Hypothesis

  1. The Not Too Young To Run Act has increased the number of youth candidates in Birnin Kebbi LGA.

  2. Youth candidates in Birnin Kebbi LGA face significant challenges in terms of political acceptance and resources.

  3. Social factors, such as community support and political networks, play a key role in the success of youth candidacy in Birnin Kebbi LGA.

1.6 Significance of the Study
This study will provide valuable insights into the effectiveness of the Not Too Young To Run Act in increasing youth representation in Nigerian politics, specifically in Birnin Kebbi LGA. By identifying the challenges and opportunities for youth candidates, the study will help policymakers, political parties, and civil society organizations to better support young people in their political ambitions.

1.7 Scope and Limitations of the Study
The study will focus on the impact of the Not Too Young To Run Act on youth candidacy in Birnin Kebbi LGA during the 2023 elections. It will not examine youth participation in other regions or the national level. A limitation of the study is that the political environment in Birnin Kebbi may not be entirely representative of youth political engagement across the country.

1.8 Operational Definition of Terms

  • Not Too Young To Run Act: A law that lowers the age limits for individuals wishing to contest for political office in Nigeria.

  • Youth Candidacy: The act of young people running for elected political office.
